Design and Improvements Committee
Goal: Make Pacific Beach as attractive and accessible to new customers as possible.
Strategy: Public Area Beautification: address neighborhood blights in a comprehensive way by
attempting to find opportunities for businesses and residents to partner on cleaning activities.
Strategy: Parking Improvement: ensure the neighborhood is easily accessible and commuter
friendly through creating partnerships with other community groups.
The Design and Improvements Committee seeks to enhance the physical environment of the
neighborhood. This year the committee will recommit to public art programs and will continue the
development of its cleaning program. |
2007 Work Plan
Cleaning and Beautification Committee
The Cleaning and Beautification Committee of the Discover Pacific Beach (BID) is proposing the following outline for the 2007 Work Plan.
This committee intends to raise all funds, above and beyond available funds and resources, through a fundraising campaign we will conduct as well as through community grant opportunities.
Our vision is to improve the visual and safety elements of Pacific Beach to help improve our resident’s and visitor’s perceptions of our community. By working on tasks like clean sidewalks, graffiti abatement, litter and trash, increasing public art, adding flowers to our medians, and maintaining all of these things on a consistent basis; our residents and guests will take more and more pride in their home.
Our plan includes the following segments, broken down by sub-committee level:
Public Art

Goals
- Increasing art pieces (utility box painting, wall murals, light pole painting, ceramic tiles on trash cans etc. etc.) throughout community.
- Increase public music and art events with the goal of attracting a balanced demographic interested in dining and entertainment opportunities.
- Develop additional monuments as well as light pole banner program.
Gardening

Goals
- Improving greenscape opportunities throughout PB including trees, tree wells, medians and any other planting area as requested by businesses or community institutions.
- Developing consistent tree planting, tree-well grooming, median planting, community project planting as well as all maintenance standards.
- Work with City resources and committee volunteers to maintain all trees, medians and plants.
Beautification

Goals
- Develop consistent cleaning and maintenance plan, standards and accountability measures for trash collection, litter pickup, graffiti and sidewalk cleaning.
- Maintain beautification efforts on all BID streets, sidewalks and alleyways using volunteers, BID employees, City and County resources.
Safety

Goals
- Develop safety standards for BID areas. Focus on areas including lighting, public transportation, taxis and limousines, personal and commercial vehicles, bicycles and other wheeled vehicles, bike racks, emergency phones, street or sidewalk hazards, public nuisance, noise and other safety-related issues.
- Work with businesses to mitigate safety and code issues including bouncer training program, vandalism prevention, litter and trash policies, business property protection, sign and billboard ordinances, newsracks and video monitoring programs. Monitor and report any adverse conditions or issues to the respective City department if needed.
- Work with volunteers where needed to develop Neighborhood Watch programs throughout the BID to address neighborhood safety related concerns.
Public Right of Way (PROW)

Goals
- Develop understandable guidelines for the requirements and eventual award of outdoor signage, display and seating areas for BID businesses.
- Develop enforcement standards and systems to monitor all PROW businesses.

Goals
Develop plans, standards, and accountability measures for various BID programs. Work with Organization, Vision and Promotions committees to coordinate efforts.
- Storefront Dress Code: Develop storefront design standards and promote to all BID businesses.
- Beach Area Community Court: Work with Community Court to develop service areas within the BID to maintain. Provide assistance to Staff to supervise and coordinate all Community Court service activities and events.
- Gateway Signs: Develop plan to install entryway signage similar to, but not limited to, North Park, Boulevard and Hillcrest signs. May require multiple signs due to our multiple unique gateways.
- Medallion Signs: Work with existing contractor volunteer to update existing medallion signs. Increase use and visibility with electronic lighting and signage.
- Keep PB Clean: Develop public awareness and education campaign to teach community civic responsibility to keep PB neighborhoods clean and beautiful.
- Vacancies: Work with BID and all committees to determine ideal businesses for the PB area. Begin recruiting such businesses for eventual placement in our community.
- Maintenance Assessment District: Work with existing committee to further our enrollment into this program. Develop goals and strategies to fully implement plan into MAD boundaries.
Executive

Goals
Develop a sustainable committee that addresses all Cleaning, Beautification and Safety-related concerns for the BID, PB residents, San Diego community and tourists.

- Work plan: Development, presentation and approval, implementation.
- Accountability and reporting: Develop monthly report contents and commence reporting January 2007. Develop incident report system whereby each project is documented and reported in accountability systems.
- Budgeting: Develop budget and profit and loss forecasts for each fiscal year.
- Board communications: Report all sub-committee major activities and action items. Provide detailed monthly statistical report for all progress in all activities (see attached example from Downtown Clean & Safe Program).
- Resource deployment (Facilities Manager, assistants, Community Court volunteers)
- Fundraising: Develop any opportunity to raise needed funds for committee projects.
- Website: Utilize website to promote committee and BID-wide work to the greater community.
- Public Communications: Online and telephone system for community to report BID-related issues i.e. leaking fire hydrant, overflowing trashcan, graffiti etc.
- Documentation: developing Best Practices guide for future efforts. Share such documentation with San Diego Bid Council and other BIDs.
- Committee Policies and Procedures: Standards for accounting, employee, volunteers, vehicles, incident, troubleshooting and accountability.
